we need to continue to have tremendous investments in infrastructure to get the best science, engineering, technology, high performance computing, all the important things that the complex needs that is more important the day after we have reductions than the day before. the smaller the weapons complex, the more important it is we get it right. i have been someone who is advocating and getting rid of these, so did speak. you get rid of the hedge weapons and have to be sure that what you have is when you have. i'm confident that it is. i think we can advocate that the smaller number of weapons that we need even more math, science, technology through the complex and we need a strong nnsa than we have ever needed before because of what has happened 25, 30, 40, 50 years ago. when we made those investments 60, 70 years ago, this is what we got. we've got to make those again because the american people need those innovations. they need the innovations that come out of the weapons, taught -- weapons context. we have to be diligent, decisive, committed about these investments. not what we have be

political science has shown, maybe it is the only thing that political science has shown. voters, for the most part, do not have very much information at all about candidates, elections, and politics. they need a great deal of information. one of the things going on is a collective action problem. somebody has to pay for informing voters. i would come back to the public financing issue, which is it is pretty clear that citizens do not want to, which could be seen as a problem. it is also a long-term fact. disclosure -- my point being, about the information, disclosure of corporate heads and these people, voters most in need of some sort of disclosure are not going to have information about these people. they will not have any useful information of -- out of most of the things that are forced to be disclosed about citizens united. they are not going to get any good -- they may or may not know who the rep is. how are they going to know what it means for some individuals name or job or whatever is going to give them information? what we need to do is come up with better alter

i looked at the science between high achieving kids and low achieving kids. after the test became high- stakes, schools were throwing the book at those low-achieving kids if it happens to be they would suspended over the testing time. the high-achieving kids could do almost anything and they would go to class the next day. that was happening more during the testing time than any other time of the year. it is hard to tell a positive educational story for that. i have thought for years about it. i have a hard time imagining a positive story for that. in virginia, -- florida was an industry leader in terms of school choice. virginia was an industry leader of testing. virginia has tested and more subjects longer. a lot of the testing takes place in the afternoon. maybe schools may want to try to juice kids'lunches. they did to a huge degree. i am not talking about the obesity epidemic. it is not that virginia -- i have seen headlines that say testing makes us sad. that has nothing to do with it. what do we see? look at the tests administered in the afternoon vers
